This bill requires all public senior higher education institutions and community colleges in Maryland to provide students with access to all methods of over-the-counter contraception, which are contraceptive drugs or devices approved by the Federal Food and Drug Administration that can be obtained without a prescription. These institutions must submit an annual report to the Maryland Higher Education Commission by September 1st detailing how they are providing this access, including the amount of contraception provided and how they have consulted with students. The Commission will then compile this information into a report for the General Assembly by October 1st each year, starting in 2026. This legislation aims to improve student access to reproductive health resources on college campuses.
