Bill Summary

Current law requires that: ! An applicant for a teacher license disclose all misdemeanor convictions, regardless of the date of conviction, except misdemeanor traffic offenses or traffic infractions; ! An applicant for an initial teacher license complete a program of preparation or an alternative teacher program; and ! An applicant for a professional teacher license complete an induction program. The bill requires that an applicant disclose a misdemeanor conviction committed against an at-risk person or a child, regardless of the date of conviction, but does not require that an applicant disclose a misdemeanor conviction that occurred more than 7 years ago, unless it was committed against an at-risk person or a child. The bill requires that the department of education waive the program of preparation and alternative teacher program requirements and induction program requirement for applicants with a minimum of 2 years of private school teaching experience in Colorado.

AI Summary

This bill modifies teacher licensing requirements by changing what criminal convictions applicants must disclose and by creating an alternative pathway to licensure. Specifically, applicants will only need to disclose misdemeanor convictions involving an "at-risk person" (defined as someone vulnerable due to age or disability) or a child, or any other misdemeanor conviction within the last seven years, rather than all misdemeanor convictions regardless of age. Additionally, the bill allows the Department of Education to waive the requirement to complete a teacher preparation program or an alternative teacher program for initial licenses, and to waive the induction program requirement for professional licenses, if the applicant has at least two years of full-time teaching experience in a private school in Colorado.
