This bill amends Iowa law to include certain social workers employed by the department of health and human services within the "protection occupation category" of the Iowa Public Employees' Retirement System (IPERS). This category typically includes jobs with inherent risks. To qualify, these social workers must be assigned to tasks like child protective assessments or family investigations that involve in-person contact with individuals who may pose a safety threat, or require entering private residences, or involve evaluating child abuse allegations, or coordinating emergency child removals. Importantly, the bill also allows for the reclassification of past service for these social workers as "protection occupation service" without requiring them or their employers to pay additional contributions to cover the actuarial costs associated with this reclassification, provided the employer certifies their employment as fitting the new criteria.
