Bill Summary

This bill provides an increase in general purpose revenue to the Department of Children and Families to increase parental education on social media and its effects on children and parental education on healthy practices related to social media use under the Family Foundations home visitation program. Under current law, DCF distributes grants for the prevention of child abuse and neglect under a program commonly referred to as “Family Foundations.” Under the Family Foundations program, certain entities are eligible for grants to provide home visitation services for parents who are eligible for Medical Assistance and who are assessed to be at risk of poor birth outcomes or of abusing or neglecting their child. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill increases funding for the Department of Children and Families (DCF) by $500,000 for the 2026-2027 fiscal year to enhance the Family Foundations home visitation program. This program, which currently provides grants for preventing child abuse and neglect, will now specifically focus on educating parents, particularly those eligible for Medical Assistance and identified as at risk for poor birth outcomes or child abuse/neglect, about the effects of social media on children and promote healthy social media practices.
