This bill requires each public senior higher education institution and community college in Maryland to provide students with access to all methods of over-the-counter contraception, which are contraceptive drugs or devices approved by the FDA that do not require a prescription. These institutions must also submit an annual report to the Maryland Higher Education Commission detailing how they provide this access, including the amount of contraception distributed by method and how they have consulted with students. Beginning in October 2026, the Commission will then report this information annually to the General Assembly.
