Additionally, the bill transfers the responsibility for developing safe room and storm shelter standards from the Department of Public Defense to the Department of Homeland Security and Emergency Management, directs fees collected by the commissioner to the licensing and regulation fund instead of the general fund, and exempts certain pediatric palliative care residential care facilities from specific regulations, allowing them to serve any number of individuals.
