Specifically, the bill states that these statewide limits will not apply to property owned or controlled by the state or a local government (referred to as a political subdivision), property used under a permit or license from a local government that specifically addresses sound emissions, or property owned or controlled by a nonprofit entity for cultural, entertainment, athletic, or patriotic events like concerts or fireworks displays. Importantly, the bill also clarifies that these changes do not prevent local governments from enacting their own noise regulations that are as strict or stricter than the state's.
