Bill Summary

This bill provides earned time credits to reduce the parole eligibility date for inmates who participate in substance abuse treatment programs. Under current law, an inmate may receive certain credits that reduce the inmate's parole eligibility date if he or she has not been sentenced to a mandatory minimum term of imprisonment. In addition to other credits, an inmate may receive commutation credits, also known as good time credits, which are determined based on a statutory schedule. This bill provides that in addition to any other credits that an inmate may receive, the commissioner is to award an inmate 1.5 times the number of commutation or good time credits that an inmate is entitled to receive under current law during the period of time that an inmate is participating in a full-time substance abuse treatment program.

AI Summary

This bill modifies how inmates can earn time off their sentences by participating in substance abuse treatment programs. Currently, inmates can receive "commutation credits," also known as "good time credits," which reduce their parole eligibility date, unless they are serving a mandatory minimum sentence. This bill adds a new provision: for inmates actively engaged in a full-time substance abuse treatment program, the commissioner will award them 1.5 times the number of commutation credits they would normally earn during that period, effectively accelerating their path to parole eligibility.
