Bill Summary

This bill provides earned time credits to reduce the parole eligibility date for inmates who participate in substance abuse treatment programs. Under current law, an inmate may receive certain credits that reduce the inmate's parole eligibility date if he or she has not been sentenced to a mandatory minimum term of imprisonment. In addition to other credits, an inmate may receive commutation credits, also known as good time credits, which are determined based on a statutory schedule. This bill provides that in addition to any other credits that an inmate may receive, the commissioner is to award an inmate 1.5 times the number of commutation or good time credits that an inmate is entitled to receive under current law during the period of time that an inmate is participating in a full-time substance abuse treatment program.

AI Summary

This bill allows inmates to earn extra credits that can reduce their parole eligibility date if they participate in a full-time substance abuse treatment program. Currently, inmates can receive "commutation credits," also known as "good time credits," which shorten their sentence based on a set schedule, provided they haven't been sentenced to a mandatory minimum prison term. This new law will grant inmates an additional incentive by awarding them 1.5 times the normal amount of these good time credits for every period they are actively enrolled in a substance abuse treatment program, on top of any other credits they might already be eligible for.
