This bill mandates that gas and electric companies must accept and apply any public assistance payments made on behalf of residential customers, including those from social services districts or the Office of Temporary and Disability Assistance, such as payments from the Home Energy Assistance Program (HEAP) and emergency funding programs. Upon receiving such a payment or notification that a payment has been authorized or issued, the utility company must treat it as if it were a direct payment from the customer for all purposes, including restoring utility service that may have been shut off and halting any collection efforts, regardless of the customer's account balance.
