This bill requires gas and electric companies to accept and credit any public assistance payments made on behalf of residential customers by a social services district or the office of temporary and disability assistance, which includes payments from the Home Energy Assistance Program and emergency funding programs. Upon receiving such a payment or notification that a payment has been authorized, the utility company must treat it as if it were made by the customer for all purposes, including restoring utility service and halting collection activities, regardless of the customer's account balance.
