This bill authorizes the city of Robbinsdale to impose a local sales and use tax, which is a tax on the purchase of goods and services, at a rate of up to one-half of one percent, provided that the voters approve it in an election. The revenues from this tax are intended to cover the costs of collecting and administering the tax itself, and to finance up to $40,000,000, plus associated bonding costs, for a Public Works Facility Project. The city can also issue bonds, which are essentially loans, to fund this project, and these bonds would not count towards the city's debt limits and would not require a separate voter approval election. The sales and use tax would automatically expire after 20 years or when enough money has been collected to pay for the project and any related bond costs, whichever comes first, with any remaining funds going into the city's general fund.
