This bill authorizes the city of Robbinsdale to impose a local sales and use tax, which is a tax on the purchase of goods and services, at a rate of up to one-half of one percent. This authority is granted notwithstanding existing state laws that generally restrict such local taxes, and it requires voter approval through an election as outlined in Minnesota Statutes, section 297A.99, subdivision 3. The revenue generated from this tax is designated for the costs of collecting and administering the tax itself, and to finance up to $40,000,000, plus related bonding expenses, for a Public Works Facility Project. The city is also empowered to issue bonds, a form of borrowing money, to fund this project, with the bonds not counting towards the city's debt limits and not requiring a separate voter election for their approval. The sales and use tax will automatically expire either 20 years after it is first imposed or when the city determines that enough funds have been collected to cover the project costs and any associated bonding expenses, with any remaining money going into the city's general fund.
