This bill authorizes the commissioner of capital asset management and maintenance, a state official responsible for managing state-owned buildings and land, to transfer a specific parcel of land in Brookfield, Massachusetts, to Mary Faugno-Wiles. This transfer is allowed even if it goes against standard state laws regarding land sales, and it requires consultation with the department of the state police. In exchange for this land, Mary Faugno-Wiles will convey a different parcel of land in Brookfield to the state, or provide other land or interests deemed appropriate by the commissioner and the state police. Additionally, she must pay the difference in value if the land she receives is worth more than the land she gives to the state, with the value of both parcels to be determined by independent appraisals. These appraisals and a report from the inspector general, who reviews the appraisals, must be submitted to legislative committees before the land transfer can be finalized. Mary Faugno-Wiles will also be responsible for all costs associated with completing these land transfers, such as appraisal, survey, and legal fees.
