This bill requires the Maryland Department of Health, referred to as the "Department," to replace its current Medicaid Management Information System (MMIS), which is a mainframe system, with a new, modular system. The goal of this replacement is to improve payment accuracy, system security and performance, and responsiveness, while also modernizing the outdated technology. The new system must maintain the essential functions of the current one, such as processing provider enrollments, medical, dental, and pharmacy claims, handling beneficiary inquiries, and supporting data reporting and audit functions, all while adhering to federal requirements from the Centers for Medicare and Medicaid Services (CMS). The Department must integrate the replacement system with the Medicaid Enterprise System by January 1, 2027, and by January 1, 2028, it must move all its applications from the Annapolis Data Center to the new system and then shut down the old MMIS. This Act will become effective on July 1, 2026.
