This bill modifies the requirements for licenses and exemptions for crisis nurseries, which provide safe, short-term care for children whose caregivers are experiencing a crisis. Specifically, it allows crisis nurseries currently operating and licensed under chapter 245A as a children's residential facility, and also under chapter 142B as a special family child care home, to continue their current operations even if they are exempted from chapter 142B licensure. This exemption is temporary and expires on July 1, 2027. Additionally, the bill directs the Commissioner of Children, Youth, and Families to develop a new licensing framework for crisis nurseries by January 15, 2027, which will include pathways for licensure, background study and training requirements, and efforts to reduce redundancy and resolve conflicting existing requirements, and to submit a report to the legislature with proposed legislation to implement this new license.
