This bill amends existing Minnesota law to address the licensing of crisis nurseries, which are facilities providing safe, short-term care for children whose caregivers are experiencing a crisis. Specifically, it allows crisis nurseries that are currently operating and licensed under chapter 245A as a children's residential facility, and also under chapter 142B as a special family child care home, to continue their operations even if they are exempted from chapter 142B licensure. This exemption is temporary and expires on July 1, 2028. Furthermore, the bill requires the Commissioner of Children, Youth, and Families to develop a new licensing framework for crisis nurseries, which will include pathways for licensure, background study and training requirements, and measures to reduce redundancy and resolve conflicting existing requirements. The Commissioner must collaborate with stakeholders and current crisis nursery organizations in this development and submit a report to the legislature by January 15, 2028, outlining the proposed framework and any necessary legislative changes.
