This bill establishes "Panhellenic special plates" for vehicles in Minnesota, allowing members of eligible fraternities and sororities to display custom designs on their license plates. To obtain these plates, applicants must own a qualifying vehicle, pay standard fees for special plates and registration, and contribute at least $40 annually to a newly created "Panhellenic foundations account." Fraternities and sororities are eligible if they are part of the National Pan-Hellenic Council and have an affiliated nonprofit charitable foundation. The commissioner of public safety will approve designs that include an emblem and inscription for the organization. These special plates can be transferred to another qualifying vehicle owned by the same individual for a $5 fee. Money collected from the annual contributions will be deposited into the Panhellenic foundations account, which is appropriated to the commissioner of public safety to cover administrative costs and then distribute the remaining funds to the affiliated charitable foundations based on the number of plates issued for each design, with the stipulation that these funds must be used for charitable purposes. This new law will take effect on January 1, 2027.
