This bill mandates a phased reduction in mandatory university fees for certain graduate students in New York State. Beginning in the 2026-2027 academic year, graduate students at the State University of New York (SUNY) holding specific assistantship or associate positions, and graduate students at the City University of New York (CUNY) in various assistant, instructor, lecturer, or non-teaching staff roles, will be required to pay only 25% of all mandatory university fees, excluding the graduate student association student activity fee. Then, starting in the 2027-2028 academic year and continuing thereafter, these mandatory university fees will be eliminated entirely for these graduate students, with the exception of the graduate student association student activity fee.
