This bill establishes the Minnesota Supplemental Nutrition Assistance Program (MNSNAP) to assist individuals and families facing hunger due to federal Supplemental Nutrition Assistance Program (SNAP) cuts and restrictions, particularly those who have lost or may lose federal benefits due to new requirements. Eligibility for MNSNAP is extended to Minnesotans who would have qualified for federal SNAP as of June 30, 2025, ensuring their food benefits continue through a state-funded mechanism. The program mandates face-to-face meetings within 30 days of enrollment to assess reasons for federal SNAP loss, such as advanced age, illness, disability, homelessness, veteran status, or aging out of foster care, and to determine eligibility for federal exemptions or assist participants in meeting federal requirements. If a participant is found eligible for a federal exemption or can consistently meet federal SNAP requirements, they will transition back to federal SNAP benefits. The bill also includes a moratorium starting July 1, 2026, to prevent termination of food assistance for Minnesotans affected by new federal SNAP restrictions without a proper assessment of their ability to comply. Finally, it appropriates funds for the MNSNAP program.
