This bill establishes the Minnesota Supplemental Nutrition Assistance Program (MNSNAP) to assist individuals and families at risk of hunger due to federal Supplemental Nutrition Assistance Program (SNAP) changes, particularly those who may lose benefits due to new restrictions. The MNSNAP program aims to provide food assistance to veterans, seniors, those experiencing homelessness, youth aging out of foster care, new Americans, and working parents who have lost jobs, ensuring that Minnesotans who were eligible for federal SNAP as of June 30, 2025, remain eligible for state-funded benefits. The bill mandates face-to-face meetings with participants within 30 days of enrollment to assess reasons for potential loss of federal benefits, such as advanced age, illness, disability, or homelessness, and to help them obtain necessary professional assessments and identify resources to meet federal requirements. Participants may exit MNSNAP and transition back to federal SNAP if they are found eligible for federal exemptions or can consistently meet federal requirements. Additionally, starting July 1, 2026, the bill enacts an emergency moratorium on terminating food assistance for Minnesotans affected by new federal SNAP restrictions implemented after July 1, 2025, if there's no current assessment indicating their ability to comply with these federal rules. The bill also appropriates funds for the MNSNAP program.
