This bill appropriates $6,500,000 from the general fund to the commissioner of education for the fiscal year 2027 to fund "Faith's Law 'Save a Life' Safety Program," specifically for purchasing and installing up to 1,400 "smart monitored public access safety cabinets" on school grounds. These cabinets will contain automated external defibrillator (AED) units, which are devices that can restart a heart, integrated with 911 call centers, along with bleeding control kits and naloxone (a medication to reverse opioid overdoses). The bill mandates that the Minnesota State High School League, in conjunction with the Department of Education, will administer grants to school districts, charter schools, or Tribal contract schools that agree to place these cabinets in publicly accessible locations, ensure their operation and maintenance for four years without additional state or local funding, and maintain their reliability in various weather conditions, all while complying with existing state laws regarding public access AEDs. The Minnesota State High School League will also receive $50,000 annually for administrative costs and must report on the grant awards and installations by October 1, 2027.
