This bill establishes a "quality service wage" (QSW) for workers at the Minneapolis-St. Paul International Airport and other locations managed by the Metropolitan Airports Commission (MAC), as well as for those involved in preparing or delivering food for in-flight consumption on planes departing from these airports. The QSW is defined as the combined hourly wage and benefit rate, which will be set by the commissioner of labor and industry based on federal wage determinations under the McNamara-O'Hara Service Contract Act (SCA), a federal law that sets minimum wages and benefits for service employees working on federal contracts. Starting July 1, 2026, employers covered by this bill must pay their eligible workers at least the QSW, which will be adjusted annually. The bill also outlines penalties for violations, allowing the commissioner to issue fines of $1,000 to $10,000 per violation, considering factors like the employer's size, good faith, and history of violations. This new requirement is being added to existing state employment laws, specifically amending Minnesota Statutes 2024, section 177.27, subdivision 4, which deals with compliance orders, and proposing new coding in Minnesota Statutes, chapter 181.
