This bill establishes a "quality service wage" (QSW) for workers at the Minneapolis-St. Paul International Airport and related locations, effective July 1, 2026. The QSW is defined as a combined hourly wage and benefit rate, determined by the Metropolitan Airports Commission (MAC), and must be at least as high as any minimum wage set by the MAC, plus an amount for health and welfare benefits and a local guard SCA wage, all based on federal standards from the McNamara-O'Hara Service Contract Act (SCA). This act, also known as the SCA, sets wage and benefit requirements for contractors providing services to the federal government, and this bill applies similar principles to airport workers. Employers covered by this bill include those employing workers at the airport or those who contract for food preparation or delivery for flights departing from the airport, but it excludes the federal government, the MAC, and other public entities, as well as independent contractors and those in executive, administrative, or professional roles. Violations of this new wage requirement can result in penalties of $1,000 to $10,000 per violation, with the MAC considering various factors when determining the penalty amount.
