This bill establishes a "quality service wage" (QSW) for workers at the Minneapolis-St. Paul International Airport and other locations managed by the Metropolitan Airports Commission (MAC), as well as for those involved in preparing or delivering food for in-flight consumption on planes departing from these airports. The QSW is defined as the combined hourly wage and benefit rate, which will be determined by the commissioner based on federal guidelines from the McNamara-O'Hara Service Contract Act (SCA), ensuring it meets or exceeds any minimum wage set by the MAC and includes health and welfare benefit rates equivalent to those determined by the federal Department of Labor for the relevant region and job classifications. Employers covered by this law are those employing these "covered airport or related location workers," but it excludes the federal government, the MAC itself, and other governmental subdivisions. Workers are considered "covered" if they spend at least half their workweek at a covered location or prepare/deliver in-flight food, excluding independent contractors and those in executive, administrative, or professional roles. Beginning July 1, 2026, employers must pay this QSW, and penalties of $1,000 to $10,000 per violation can be imposed by the commissioner, taking into account factors like the employer's business size, good faith, violation gravity, and history.
