Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, Chapter 10 of Title 47 of the District of Columba Official Code to provide real property, deed recordation, and deed transfer tax exemptions for properties held under the ownership of the Roman Catholic Archbishop of Washington and his successors in office, a corporation sole, or the respective parishes of the Archdiocese of Washington.

AI Summary

This bill, the Archdiocese of Washington Parish Real Property, Deed Recordation, and Transfer Tax Exemption Emergency Amendment Act of 2026, amends District of Columbia law to grant exemptions from real property, deed recordation, and deed transfer taxes for specific properties owned by the Roman Catholic Archbishop of Washington, his successors, or various parishes within the Archdiocese of Washington. These exemptions apply to the listed properties as long as they are owned by these entities and, in some cases, continue to be used for religious, charitable, educational, or related services. The bill also clarifies that these exemptions are in addition to any other tax relief and that transfers of these properties between the Archbishop and the parishes via supplemental deeds will also be exempt from these taxes without requiring new exemption applications. This is an emergency measure, meaning it will be in effect for a limited period, no longer than 90 days, following its approval.
