This bill extends the deadline for the Board of Public Utilities (BPU) to approve incentive awards for eligible transmission-scale energy storage systems under a state energy storage program from June 30, 2026, to December 31, 2026, while also modifying certain project maturity requirements to allow more projects to qualify for incentive awards in Tranche 2 of the program. Transmission-scale energy storage systems are large-scale battery systems designed to support the electricity grid, and the BPU's incentive program aims to encourage their development by providing financial awards. The bill also clarifies that projects applying for Tranche 2 awards need to have entered the PJM interconnection process and, at the time of application, either have a fully executed interconnection agreement, a completed Surplus Interconnection Study, be undergoing a Phase I System Impact Study, or have notified PJM of their intent to transfer existing Capacity Interconnection Rights.
