Bill Summary

AN ACT to amend the penal law, in relation to consumer warnings regarding rifles, shotguns, and firearms

AI Summary

This bill requires that when a license or permit for a firearm, rifle, or shotgun is issued or amended, the issuing officer must provide the recipient with a graphic warning that illustrates the health and safety risks associated with firearms, in addition to existing required notices. Furthermore, firearms dealers must display these graphic warning signs prominently and unobstructed next to any existing notices. The Department of Health and the Department of Mental Hygiene are tasked with designing these graphic warnings, which will depict the risks mentioned in current notices, and making them available on their websites. Violating the requirement for dealers to display these signs will result in a civil penalty of $5,000 for a first offense and $10,000 for subsequent offenses within a year, and these departments are authorized to create necessary rules to implement these provisions.
