This bill requires that when a license or permit for a firearm, rifle, or shotgun is issued or amended, the issuing officer must provide the recipient with a graphic warning that illustrates the health and safety risks associated with firearms, in addition to any other required notices. Furthermore, firearms dealers must display these graphic warning signs prominently and unobstructed next to any existing notices about firearm risks. The Department of Health and the Department of Mental Hygiene are tasked with designing these graphic warnings, which will depict the nature of the risks, and making them available online. Violating the requirement for dealers to display these signs will result in a civil penalty of $5,000 for a first offense and $10,000 for subsequent offenses within a year. The bill also allows these departments to create necessary rules to implement these provisions and will take effect 210 days after becoming law.
