Furthermore, it instructs the U.S. representative at the International Monetary Fund to oppose increases in Burma's shareholding if the country is under the control of the State Security and Peace Commission or its successor, unless waived by the President for national interest. Finally, the bill establishes a dedicated U.S. Special Envoy for Burma, with the rank of ambassador, to coordinate all U.S. policy towards Burma, develop strategies for restoring democracy and peace, and lead efforts to impose multilateral sanctions, engage with Burmese civil society, and address humanitarian needs and regional security challenges.
