This concurrent resolution requests the Department of Land and Natural Resources (DLNR) to establish and support a Marine Life Conservation District Carrying Capacity Study Task Force. This task force will develop a statewide plan to guide the creation of a program focused on understanding the "carrying capacity" of these districts, which refers to the maximum level of human use an ecosystem can sustain without significant degradation. The task force is specifically asked to create a framework for conducting these studies, prioritize which districts should be studied first, set standards for study design, identify necessary resources and staffing, and propose funding mechanisms. It is also encouraged to include representatives from various government agencies, the University of Hawaii, community groups, and ocean recreation businesses. The task force is expected to report its findings and recommendations, including any proposed legislation and funding, to the State Legislature by early 2027. The resolution acknowledges that increasing human activity in nearshore areas can harm marine ecosystems and that understanding these impacts is crucial for effective management and long-term sustainability of these vital conservation areas.
