This bill requires public school boards of education to develop and implement policies for the emergency administration of nasal seizure rescue medication (a fast-acting medication sprayed into the nose to stop prolonged seizures) and the emergency use of a manual vagus nerve stimulator (a device worn on the body, often controlled by a special handheld magnet, that stimulates the vagus nerve to help stop or lessen seizure activity) for students with epilepsy or seizure disorders. Under this legislation, while the school nurse maintains primary responsibility, the nurse must designate and train at least two volunteer school employees to administer these emergency treatments when the nurse is not physically present, provided that the student's parents or guardians give written consent and sign liability waivers holding the school district harmless. Additionally, the bill protects school nurses and trained volunteers from legal liability and professional disciplinary action for acting in good faith during a medical emergency, requires specific follow-up procedures such as transporting the student to a hospital emergency room when indicated, and mandates that school districts provide age-appropriate education on epilepsy and seizure disorders to students during specific grade spans.
