Before issuing such a license, the city must officially designate the social district's boundaries, operating hours, and days through an ordinance, ensuring that no property owner within the proposed district objects. The bill also outlines requirements for clear signage within the district, including information about the local law enforcement agency and rules for consuming and disposing of alcoholic beverages, as well as mandates for management and maintenance plans to be posted online. On-sale licensees holding a social district license must adhere to specific container requirements for the beverages sold for consumption in the district, such as unique labeling, no glass containers, a responsible drinking message, and a maximum volume of 16 fluid ounces. The possession and consumption of alcohol within the social district are further regulated, requiring beverages to be purchased from a licensed establishment within or adjacent to the district, be in approved containers, and only during designated times, with a rule that beverages must be consumed before exiting the district unless re-entering the establishment where they were purchased.
