This bill allows the city of Edina to issue a "social district license," which permits the consumption of alcoholic beverages within a designated public area, known as a social district, that is adjacent to licensed establishments. This license allows for consumption but not the sale or service of alcohol within the district itself, with the exception that a municipal liquor store or a caterer's permit holder can sell and serve alcohol for consumption within the district. Before issuing such a license, the city must define the boundaries of the social district, ensuring it doesn't include areas where property owners object, and establish specific hours and days for alcohol consumption through an ordinance. The district must be clearly marked with signs indicating its boundaries, hours of operation, and local law enforcement contact, along with a statement that beverages must be consumed within the district or a contiguous district in another city and disposed of before leaving, unless re-entering the establishment where it was purchased. The city is also responsible for developing and posting management and maintenance plans for the district online. On-sale licensees holding a social district license can only sell and serve alcohol on their licensed premises and must ensure that beverages sold for consumption in the social district are in non-glass containers no larger than 16 ounces, clearly labeled with the seller's identification and a unique social district logo, and include a "Drink Responsibly - Be 21" message. Possession and consumption within the social district are restricted to beverages purchased from a licensed establishment within or adjacent to the district, served in approved containers, and only during the designated times.
