Specifically, it introduces a new definition for "MAXIS," a computer system used by state and county workers to determine eligibility and benefit levels for public assistance programs, including SNAP. The bill also changes the financial responsibility for SNAP disallowances: initially, the state will bear 100% of the disallowance until the MAXIS system is replaced. After MAXIS is replaced, counties will share 50% of the disallowance based on their administrative costs and the value of SNAP benefits they issued, with the remaining 50% borne by the state.
