This bill modifies how the commissioner allocates federal fiscal disallowances or sanctions related to the Supplemental Nutrition Assistance Program (SNAP), which provides food assistance. It also defines "MAXIS" as the computer system used by state and county workers to determine eligibility and benefit levels for public assistance and healthcare programs, including SNAP. Currently, counties share a portion of these federal penalties. However, this bill states that until the MAXIS computer system is replaced, the state will bear 100% of SNAP disallowances. After MAXIS is replaced, counties will again be responsible for half of the disallowances, with the responsibility split based on their administrative costs and the value of SNAP benefits they issue. The bill also clarifies that if a county fails to pay its share of a disallowance, the commissioner can deduct the amount from reimbursements owed to the county or pursue legal action to recover the funds. This change is set to take effect on October 1, 2027.
