This resolution urges the Department of Business, Economic Development, and Tourism (DBEDT) to submit an annual Hawaii Genuine Progress Indicator (HI GPI) report to the Legislature starting with the 2027 regular session, no later than thirty days before it convenes. The HI GPI is a more comprehensive measure of well-being than traditional economic indicators like Gross Domestic Product (GDP), as it accounts for social and environmental factors alongside economic activity. The report should transparently present findings on Hawaii's economic welfare, environmental status, and social conditions, including an executive summary, detailed indicator results across economic, social, and environmental categories, an overview of the calculation methodology, an analysis of policy implications, and a data appendix. Furthermore, DBEDT is encouraged to make the report accessible online and provide copies to relevant legislative committees.
