This concurrent resolution urges state agencies that own or control land in West Maui, including the Hawaii Housing Finance and Development Corporation, Department of Hawaiian Home Lands, and Department of Education, to take immediate and aggressive action to reduce wildfire risk to Lahaina and surrounding communities. This includes identifying and removing hazardous vegetation and invasive grasses, establishing and maintaining defensible space (areas cleared of flammable materials around structures), and creating fuel breaks (strips of land with reduced vegetation) on state lands adjacent to residential areas, schools, temporary housing for wildfire survivors, and evacuation routes. The resolution also calls for the inspection and maintenance of existing emergency access roads and fire lanes, and for improvements to these routes where they are inadequate, in coordination with the Office of the State Fire Marshal and other relevant agencies. The Office of the State Fire Marshal is encouraged to use its authority to assess fire risk and support these efforts. Specific areas of concern highlighted include lands around the Lahaina Civic Center, Leialii, Lahainaluna, and various schools. Finally, several state agencies are requested to report on their progress to the Legislature by December 31, 2026.
