This bill amends existing Idaho law to revise how Community Infrastructure Districts (CIDs) are formed, which are entities designed to fund and build public infrastructure in advance of development. The changes allow counties to form CIDs in areas outside of a city's comprehensive plan, in addition to the existing provisions for cities to form them within their incorporated areas or for counties to form them with city consent in areas covered by a city's plan. The bill also makes a technical correction to the short title of the law, allowing it to be cited as the "Community Infrastructure District Act." Finally, it declares an emergency and sets an effective date of July 1, 2026.
