This information must be given in person or by phone, and the provider must also supply printed instructions including a hotline and a link to the Department of Health's "stable web site" (a website safeguarded from unauthorized content changes) with details on reversal assistance. The bill outlines who can file a civil lawsuit for violations, including the woman, the biological father, or grandparents in certain circumstances, and specifies potential damages and attorney's fees. It also allows the Attorney General or a prosecutor to seek civil penalties against providers for non-compliance, with a grace period for correction. The Department of Health is required to establish and maintain a comprehensive public information program, including a 24/7 hotline and a multilingual website, to educate the public about abortion pill reversal and provide resources, funded by a dedicated state treasury fund. The provisions of this section will not take effect until the Department of Health has established the required website information.
