This bill amends highway law to ensure that all state, county, and local transportation projects that receive federal and state funding and are overseen by the department of transportation consider the needs of all road users, including drivers, pedestrians, cyclists, and public transit riders, by incorporating "complete street design principles" which are features that promote safe and convenient access for everyone. Previously, these principles were only required for planning, design, construction, reconstruction, and rehabilitation, but this bill expands their application to include resurfacing, maintenance, and pavement recycling projects, provided that the service life of these latter projects is at least ten years. The bill also clarifies that exceptions to these requirements can be made if there is a demonstrated lack of need, based on factors like land use, traffic volumes, or community support, and it will take effect 180 days after becoming law, with some exceptions for projects already underway or approved.
