This bill requires all state agencies that handle government or proprietary functions to submit a detailed log of all Freedom of Information Law (FOIL) requests they received or had pending during a specific twelve-month period to the Committee on Open Government. FOIL is a law that allows the public to request access to government records. The logs must be in a machine-readable, tabular format prescribed by the Committee and include comprehensive data points such as the requestor's name and affiliation, the subject of the request, dates of receipt and response, whether the request was granted or denied, any exemptions cited, appeal status, fees collected, documents produced, and details of any legal proceedings. Agencies must also publish these logs on their own websites. Furthermore, by January 1st of each year, the Committee on Open Government will compile all submitted logs and publish them on a single webpage in a machine-readable format, making this information more accessible to the public. The Committee is also authorized to analyze this data for its annual reports.
