This bill allows the State Treasurer to transfer up to three million dollars annually from the Severance Tax Perpetual Base Fund to the Species Conservation Trust Fund, which is dedicated to conserving native species. It also establishes a new annual transfer from the Severance Tax Operational Fund, which is funded by severance taxes (taxes on the extraction of natural resources), to the General Fund, starting in April 2027. The amount transferred to the General Fund will be the lesser of fourteen million two hundred thousand dollars or the difference between projected severance tax receipts for the operational fund and the amount appropriated for specific programs. Additionally, the bill reduces an existing appropriation to the Species Conservation Trust Fund from the severance tax operational fund by three million dollars for the 2026-27 fiscal year.
