This bill prohibits the disposal of "preproduction plastic materials," which are defined by referencing another section of law (25-8-1102 (3)), at any location that does not have a "certificate of designation" from the state to operate as a solid waste disposal site and facility, as required by section 30-20-105. This new rule is being added to Colorado Revised Statutes and will take effect on August 12, 2027, unless a referendum petition is filed, in which case it would be voted on in November 2026 and still take effect on August 12, 2027. The bill also repeals a previous law related to this topic.
