This bill, titled the Servicemember Civilian Transition Support Act, mandates that the Under Secretary of Defense for Personnel and Readiness, within 90 days of the bill's enactment, must appoint a senior official within the Department of Defense (DoD) to manage and oversee all programs and activities related to the transition of members of the Armed Forces from active duty to either civilian life or reserve components. This designated official must have extensive experience with veterans' services and a strong understanding of the transition process. Their responsibilities will include advising the Secretary of Defense and other senior DoD officials on transition policies, coordinating with other federal agencies like the Department of Veterans Affairs, Labor, and Education to improve transition services, and acting as the chief transition officer for the DoD. This role will involve overseeing the Military-Civilian Transition Office, reviewing existing transition programs such as the Transition Assistance Program and the Skillbridge Program to propose improvements, and collaborating with various governmental and non-governmental organizations to enhance support for transitioning servicemembers and their families. The Secretary of Defense will also be required to brief congressional defense committees on the appointment and implementation of this new role.
