This bill, titled the "Incentivizing Local Solutions to Homelessness Act," amends the McKinney-Vento Homeless Assistance Act to allow recipients of federal homelessness assistance funds to request a waiver from certain expenditure limits for fiscal years 2027 through 2030. To obtain this waiver, recipients must demonstrate local needs, provide a detailed plan for fund usage that aligns with their Consolidated Plan (a strategy for addressing housing and homelessness needs), and solicit public input. The Secretary of Housing and Urban Development will make waiver requests public, approve or deny them within 60 days, and deny requests from entities that attempt to relocate individuals without offering alternative housing solutions. Waivers will remain in effect for the grant period unless revoked by the recipient, who must again solicit and provide input from subrecipients before notifying the Secretary of the revocation.
