This bill, titled the "Improving Self-Sufficiency of Families in HUD-Subsidized Housing Act," directs the Secretary of Housing and Urban Development (HUD) to conduct a study on how public housing agencies participating in the Moving to Work (MTW) demonstration program have implemented work requirements. The MTW program is an initiative authorized by a 1996 appropriations act that allows certain public housing agencies to experiment with innovative approaches to housing assistance. The study will examine the short, medium, and long-term effects of these work requirements on both the public housing agencies and the residents, including impacts on homelessness, poverty, earnings, job stability, and the agencies' administrative capabilities, using both numerical data and interviews. Within one year of the bill's enactment, the Secretary must report the initial findings to relevant committees in the Senate and House of Representatives. This study will only proceed if HUD determines there are enough MTW agencies with work requirement proposals to conduct a thorough evaluation and that the study will not negatively affect low-income families receiving housing assistance.
