This bill, known as the "washing our clothes without polluting our water act," amends environmental conservation law to require washing machine manufacturers, retailers, and commercial laundry services to implement microfiber filtration systems to reduce water pollution. Producers, which are defined as entities that manufacture or brand washing machines sold in the state, must submit plans to the Department of Environmental Conservation (DEC) detailing how their machines will meet filtration standards, with increasing percentages of machines required to have these systems by 2036, ultimately mandating 100% compliance. Retailers are prohibited from selling washing machines unless the producer has an approved plan, and commercial laundry services must have microfiber filtration systems installed on all their machines by January 1, 2032. The DEC will establish performance and testing standards for these filtration systems, and an advisory board composed of industry representatives, environmental experts, and consumer advocates will provide recommendations. Violators face civil penalties of up to $500 per violation, with additional daily penalties for ongoing non-compliance.
