This bill, titled the "Minor Traffic Safety Act," establishes new rules for young drivers and offers a new option for charitable giving on driver's license applications. Specifically, it prohibits any driver under the age of 18 from using any type of mobile telecommunications device, which is broadly defined to include wireless phones, computers, and other electronic devices used for communication or accessing the internet, while driving or in control of a vehicle. This prohibition does not apply if the vehicle is stopped and the engine is off, or if the driver is contacting emergency services. Violations are considered noncriminal traffic infractions, treated as nonmoving violations. Additionally, the bill amends the driver's license application process to include a voluntary contribution option of $1 for the AAA Foundation for Traffic Safety, a nonprofit organization dedicated to improving road safety.
