This Resolution commemorates the 50th anniversary of the sinking of the U.S.S. Thresher (SSN 593), a submarine that tragically sank on April 10, 1963, along with its crew of 16 officers, 96 sailors, and 17 civilians. The resolution acknowledges the profound loss and the subsequent establishment of the Submarine Safety and Quality Assurance program, known as SUBSAFE, which was created to improve submarine safety and has since ensured the safety of U.S. submarines, with no SUBSAFE-certified submarine lost at sea since its inception. It also recognizes the development of ocean engineering curricula in higher education that stemmed from the Thresher's loss, contributing to U.S. preeminence in submarine warfare, and expresses deep gratitude to all submariners, referred to as being on "eternal patrol," for their dedicated and honorable service to the United States.
