This bill requires the Department of Highway Safety and Motor Vehicles to create a "Play Ball" specialty license plate, which will have an annual use fee of $25. The fees collected from these plates will first go to American Dream Baseball, Inc. to cover the costs of developing and issuing the plates. After those startup costs are recovered, the fees will be distributed with a maximum of 10% for promotion and marketing of the plate, another maximum of 10% for administrative costs related to the plate and American Dream Baseball, Inc.'s programs, and the remaining balance will fund the activities, programs, and projects of American Dream Baseball, Inc. This act is set to take effect on July 1, 2014.
